Planning Division

The Planning Division is a joint City-County agency serving Winston-Salem and unincorporated Forsyth County as well as the smaller municipalities of Bethania, Tobaccoville, Rural Hall. Our staff has expertise in land use planning, transportation planning, economic development, historic preservation, neighborhood revitalization, environmental protection, and other issues affecting the growth of our community. Staff provides the data, information and professional recommendations regarding land use issues and other planning policy questions to the City-County Planning Board and elected boards to help them make informed recommendations and decisions.

The Planning Board was established by a special act of the North Carolina General Assembly in 1948 to provide consolidated planning services to the City of Winston-Salem and Forsyth County. As such, it is the oldest consolidated city-county agency in North Carolina. The Board is served by Planning staff which also functions as an administrative department of City and County governments. 

Inspections Division

The Inspections Division is a joint City-County agency serving Winston-Salem and unincorporated Forsyth County as well as the smaller municipalities of Bethania, Clemmons, Lewisville, Rural Hall, Tobaccoville, and Walkertown. Our staff works to ensure all new construction and alterations and/or repairs to existing buildings are properly permitted and constructed in compliance with the State of North Carolina adopted building codes and locally adopted development regulations.

Additionally, our staff provides staff support and administers applications to the Zoning Boards of Adjustment of Winston-Salem, Forsyth County, Clemmons and Lewisville. Functions of the Zoning Boards of Adjustment include hearing requests for Special Use Permits, variances, appeals and interpretations.

Community Roots Day, an annual volunteer tree-planting event, is this Saturday, October 19, at Griffith Elementary School, 1385 W. Clemmonsville Road. Draft of revised UDO available for review

Planning and Development Services staff hired a consultant two years ago to undertake a “code assessment” of our Unified Development Ordinances (UDO) to find ways to make it more user-friendly for our customers, citizens, and staff.  This assessment process included many stakeholder feedback sessions, and the Planning Board accepted the final code assessment document in November 2018.

At that time, efforts began on implementing the first recommendation of the code assessment - reformatting and reorganizing the existing UDO to make it easier to use and more visually appealing.  After many months of work, this updated UDO, also known as UDO ClearCode, is now available for public review at (opens in a new window), and we would like your feedback on the draft document.

Please keep in mind that no changes were made to any UDO provisions as part of this project – rather, existing UDO sections were simply rearranged to form a more logical document structure.  However, this new document does include other noteworthy enhancements, such as improved aesthetics, an index of key topics, and perhaps most significantly, the entire UDO now features hyperlinked cross references.

A Planning Board public hearing on the revised UDO is scheduled for October 10th at 4:30 PM in the Stuart Municipal Building.  Please consider attending this meeting and sharing your comments on the revised UDO.  Additional public meetings will take place before City Council and the Forsyth County Commissioners later in 2019.
