2012 JARC and New Freedom Programs

JARC and New Freedom ProgramsThe Federal Transit Administration (FTA) has issued a call for projects for the Job Access Reverse Commute (JARC), FTA Section 5316 and New Freedom Funds, FTA Section 5317 through the Winston-Salem Urban Area for 2012.

Job Access Reverse Commute (JARC)
The JARC program was created to help address the transportation needs of unemployed and underemployed persons accessing jobs. Public transit primarily serves people entering the central city area while entry-level jobs were being created in the suburbs. Projects must relate to the development and maintenance of transportation services designed to transport welfare recipients and eligible low-income to and from jobs and activities related to their employment. Examples of eligible projects include:

  • Public transit late-night and weekend service
  • Public transit guaranteed ride home program
  • Expanding fixed-route transit routes
  • Vanpools or shuttle services to improve access to employment or training
  • Car loan programs that assist individuals in purchasing and maintaining vehicles
  • Promotion of public transit for non-traditional work schedules
  • Voucher programs targeted to persons entering the workforce or on welfare

New Freedom
The New Freedom Program is a newly created program under SAFETEA-LU. The purpose of New Freedom is to expand transportation services for the elderly and persons with disabilities beyond what is required by the Americans with Disabilities Act (ADA). Examples of eligible projects include:

  • Expansion of paratransit service beyond the ¾ mile required by ADA
  • Expansion of current hours of operation for paratransit services that are beyond those provided on fixed route services
  • Same-day ADA service
  • Door-through-door service-provision of escorts
  • Purchasing vehicles for new accessible taxi, ride sharing, and/or vanpool programs
  • Expense related to new voucher programs offered by human service providers
  • New volunteer driver and aide programs

Who Can Apply?
Eligible sub-recipients of JARC and New Freedom funding include state and local government agencies, public transportation providers, private non-profit transportation providers, non-profit organizations and private for-profit companies. Eligible sub-recipients can only apply to one program. Applications submitted for both programs will not be considered. Applications must include the following:

  • Company Name, Address, Phone, E-mail, Fax Information
  • Lead Contact Person(s)
  • Detail description proposal and what services it will provide.
  • Proposal costs including operating and capital

What are Match Requirements?
Federal funds for capital projects may not exceed 80% of the net project costs. Operating assistance cannot exceed 50% of the net operating costs. For example, if a project being submitted for operating cost $100,000, and then the required match is $50,000. If a project is for capital costs, (i.e. purchasing a wheelchair accessible van) and the total cost is $100,000, then the required match is $20,000.

Funding
The total funding amounts available to the Winston-Salem Urban Area are $221,158 for JARC and $135,247 for New Freedom.
