Southeast Area Plan

PLAN STATUS - Adopted.  The City-County Planning Board held a public hearing and recommended adoption of the Southeast Winston-Salem Area Plan in January 2002.  The Winston-Salem City Council (formerly the Board of Aldermen) adopted the plan in May 2002.

The City-County Planning Board staff, along with a Citizens’ Advisory Committee, drafted a Plan to guide future land use and public investment decisions in southeast Winston-Salem.  The Southeast Winston-Salem Area Plan includes recommendations for land use, transportation, community facilities, housing, historic preservation, sense of community, and economic development.

Boundaries of the Study Area

The Southeast Winston-Salem Planning Area, as shown on the map to the left, encompasses approximately 4,000 acres.  The entire Planning Area is within the City’s zoning and planning jurisdiction.  

Plan Recommendations

  • The creation of mixed-use areas around the former Union Station (Davis Garage) and at the intersection of Thomasville and Clemmonsville Roads
  • Developing appropriate neighborhood-scale nonresidential uses in areas already zoned for commercial development
  • Promoting economic development
  • Protecting residential areas from inappropriate commercial and industrial encroachment
  • Promoting residential infill development
  • Encouraging affordable housing in the Planning Area for different income levels
  • Promoting greater flexibility in land use while having more design controls
  • Maintaining and improving the quality of the housing stock in the area through code enforcement, rehabilitation, and homeownership
  • Retaining historic buildings in the area
  • Promoting facilities that encourage walking and a variety of transportation options
  • Clustering development at different densities on large, vacant parcels to preserve natural features
  • Improving the interchange at Vargrave Street and US 52, and other intersections in the Planning Area
  • Supporting new road construction projects, such as Diggs Boulevard, the Salem Creek Connector, and the US 311 Connector
  • Creating a network of sidewalks and greenways for the Planning Area
  • Creating attractive entry points into the Planning Area (major gateways)
  • Encouraging the development of additional school and recreation facilities in the area
