The West Suburban Area Plan Update has been adopted by the City of Winston-Salem and Forsyth County. The Forsyth County Board of Commissioners adopted the plan on August 2, 2018, and the Winston-Salem City Council adopted the plan on June 18, 2018. The City-County Planning Board recommended approval of the plan on April 12, 2018. The plan update will guide future area land use and public investment decisions including recommendations for transportation, community facilities, housing and community development, design and appearance, historic preservation, and economic development.

Planning Area Boundary

The West Suburban Planning Area [pdf/692kb/1p] encompasses approximately 19,800 acres and contains a population of 46,000.  The planning area is bounded on the north by Reynolda Road, on the east by Silas Creek Parkway, on the south by Business 40 and US 421, and on the west by the Lewisville municipal limits and the proposed western leg of the Northern Beltway.   Approximately 73% of the land area is in the City of Winston-Salem, with 34% of the total area in the Northwest Ward, 34% of the area in the West Ward, and 5% in the Southwest Ward.  Approximately 27% of the total planning area is in unincorporated Forsyth County.

Plan Recommendation Highlights

The following recommendations are among those included in the West Suburban Area Plan Update:

  • Concentrate new mixed-use, high-density development in the seven existing Activity Centers and along the Reynolda Road and Country Club Road growth corridors.  Buildings in activity centers should be placed close to the street with parking located to the side or rear of the buildings and pedestrian and vehicular access connections should be provided between uses.
  • Consolidate office and commercial uses at existing commercial/office locations, in designated activity centers, along higher intensity growth corridors, and in special land use condition areas.
  • Encourage rehabilitation/redevelopment of older and underutilized commercial sites (e.g. Oldtown Center) in the planning area with building façade improvements, street yards and buffer yard plantings, and parking area improvements.
  • Neighborhoods should be protected from inappropriate residential, commercial, industrial, and institutional encroachment.
  • Develop walkable neighborhoods and create a network of bikeways, sidewalks, and greenways that will provide for needed transportation choices for all segments of the population.
  • Begin construction of the Muddy Creek Greenway Extension from Robinhood Road to Yadkinville Road in the next 5 to 7 years.
  • Provide sidewalks on at least one side of all new roads and on both sides of streets that provide access to institutions and public facilities.
  • Complete the widening of Meadowlark Drive between Country Club Road and Robinhood Road.
  • Expand and upgrade facilities at the C.G. Hill Memorial Park.
  • Retain area historic resources.
  • Support the Voluntary Agriculture District provisions for farmers who want to keep their land in agricultural use.
